As someone who programs short films for festivals and watches a LOT of them, I'm of the general opinion that seven minutes - in the right hands - is about the perfect length for a short. You'd be surprised how much fits comfortably into seven minutes. And there are a LOT more fifteen and twenty minute shorts that should really only be seven than the other way around.
Hmm. OK, I defer to your knowledge and experience with 7-minute shorts. I am of the opinion that a story takes as long to tell as it takes. 7 minutes strikes me as inadequate for anything with more than 1 theme, though I suppose it depends on what the filmmakers are trying to achieve in the first place.

Agreed. It' amazing how many short films feel way longer than they actually are.
